Karen Lucy, a herpetologist with the St. Louis Herpetological Society, brought a few snakes to exhibit to the children as part of an event sponsored by the school district and the local Weed and Seed program.

October 2, 9, 16, 23 On the first four Saturdays in October we heard the Vintage Voices of some prominent - and not so prominent - figures who helped shape Alton’s history. Two stories, September 30th and October 24th.
October 20, 2004 A partnership between Lewis & Clark Community College, Weed & Seed, and Alton Day Care and Learning Center has made possible a FREE Community Learning Center in the Alton Weed & Seed Neighborhood at Central and 5th Street. Offering Family Educational opportunities, GED classes, internet access for job-search, resume writing, research, online college classes, etc. Resident focus groups will be held in the near future to determine best hours of operation and participant needs. September 25, 2004 The first neighborhood cleanup for 2004 was held April 24. The next is scheduled for Saturday, September 25. Time is from 9 am - 12 pm and picnic is from 12 pm - 2 pm.

The Back to School/Stay in School Rally was held from 10 a.m. to 1 p.m. Saturday, Aug. 21, at James H. Killion Park at Salu. Students in need of school supplies participated in the annual giveaway sponsored by the Alton branch of the NAACP. More info.

June 2004 The Alton School District, the Alton YWCA and the Alton Weed & Seed Strategy have formed a partnership to offer a free Summer Safe Haven Program for 75 Kindergarten through 5th grade students living in the Alton neighborhoods of Hunterstown, Middletown and Mexico. More information.
April 2004 April is “Prevent Child Abuse” month and the week beginning April 19 is “Crime Victims Rights Week”. The Family Violence Coordinating Council held a family fair on Monday, April 19, at Lovejoy Elementary School.

An Alton Public Works crew clears land this week as part of the conversion and expansion of Hellrung Park. Crews are raising the grade of the land so it can be seen from street level. Eventually, two houses on Seventh Street, two on Central Avenue and three on Union Street will be razed as part of the project. Necessary environmental permits are being sought to complete the work. Clearing has been under way since fall.

January 2004 SECOND ANNUAL LANDLORD TRAINING
On Sat. Jan 17 the Rental Property Owners Association held its second annual Landlord Seminar. Over 85 landlords from as far away as Granite City and Collinsville were in attendance. The seminar was a joint effort between RPOA and Weed and Seed Strategy with support from the Alton Police Department and Saint Anthony’s Health Center. The focus of the seminar was to train, encourage professional and efficient business practices.
The presentations started with recognizing landlord and tenant responsibilities to the property and to the community. We moved on to the screening process, which included applications, criminal records and credit reports. This is the most important step in finding a responsible renter.
The next segment dealt with the paper work including leases; lead-base paint and landlord liability.
After a brief lunch we continued with a presentation by the Alton Police Department on drug identification. The Assistant City Attorney explained the new laws concerning nuisance abatement and criminal damage to property.
The seminar finished with an in depth presentation by a local attorney on how to conduct an efficient and effective eviction. This seemed to be of great concern to all landlords. But it was pointed out that if we do a through job of screening, then the need for evictions is lessened.

November 2003 ALTON’S ENTRANCE BEAUTIFIED
Have you noticed the Berm highway, Route 143, approaching the Clark Bridge?
This project was made possible by a grant from St. Louis 2004's Team St. Louis program. Team St. Louis supports and celebrates community groups and non-profit organizations who identify, develop and implement new and innovative community improvement projects by the year 2004. Since 1999, over 1,200 local groups have committed to participating in Team St. Louis in the spirit of a better region.
On November 8, 2003 over a dozen volunteers planted approximately 30 'Adirondak' white flowering Crabapples, plus some 'Knockout' Rose bushes (low, shrubby_type) and some ornamental grasses in the median from Clark Properties at the stop light up to the intersection at the Broadway cutoff.
The City of Alton, in its ongoing commitment to rebuild Alton’s neighborhoods, agreed to maintain this median stretch of state highway.
Here is what the section of median looked like before, and what it will look like after the trees are leafed out.
October 2003 HALLOWEEN HARVEST FESTIVAL On October 20, 2003, Hunterstown-Middletown-Mexico Neighbors, Inc., City on a Hill, and Maxine’s Day Care held a safe alternative to Trick or Treat for area children and youth.
September 2003 BACK TO SCHOOL RALLY A BIG SUCCESS The Mexico Neighborhood Action Committee, Inc. held a back to school rally on September 20, 2003. This rally was partially funded by the Madison County State’s Attorney’s Community Prosecution grant.

August 2003 NATIONAL NIGHT OUT August 5, 2003 was National Night Out. “Block Party Central” was sponsored by Hunterstown-Middletown-Mexico Neighbors, Inc. and City on a Hill. Saint Clare’s Hospital allowed the use of their parking lot. A grant from the Madison County State’s Attorney’s Community Prosecution partially funded this event. Approximately 350 persons attended, and enjoyed the more than 22 booths, music, puppets, food, games, and prizes. Together with Sgt. David Goins and the Neighborhood Watch Group, HMMN, Inc. is planning this year’s National Night Out which is Tuesday, August 3, 2004. Organizations and law enforcement agencies are encouraged to plan booths. Aside from having fun and meeting our neighbors, one of the purposes of “Block Party Central” is to encourage the formation of Neighborhood Watch Groups. For information or to start a Neighborhood Watch Group, please contact Sgt. Goins of the Alton Police Department at 463-3505, then press option 7.
